Why can't eject CD while it is in use?

Why can't eject CD while it is in use?

In linux I can't eject a CD while it is in use (even only one command
prompt that is in the CD's directory prevents ejecting), while in Windows
there is not such limitation.
I want to know what is the rational or structural necessity/limitation
behind both of these policies and which one is better (and why).
